Car vs Long Term
The only reason people hate the tunnel option to replace the seriously crumbling Alaskan Way Viaduct is cost. No one really wants to replace it with an actual freeway except the kind of short sighted people who got us into the economic free fall we are currently in. I have been a fan of the surface street option as there seemed to be no alternative to those two non-options... until I saw this.
The basic idea is to do an open "tunnel" and dig out the roadway for freeway traffic, then put caps on it over time as money allows. The seawall is in NEED of repair anyway and delaying the tear down of the viaduct is reckless. I like it, it is long term thinking while paying attention to upfront costs.
